National Consultant – MHEWS Gap Analysis & Functional Mapping

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) seeks a National Consultant to lead a gap analysis and functional mapping of Multi‑Hazard Early Warning Systems (MHEWS) in Serbia. The assignment supports the Strengthening Transboundary Collaboration and Capacities on Disaster Risk Reduction and Early Warning System initiative in the Western Balkans.

Key responsibilities

• Conduct a comprehensive gap analysis of the existing national MHEWS, identifying strengths, weaknesses, and missing components.
• Develop a functional mapping of early‑warning processes, institutional arrangements, and technical tools.
• Produce a roadmap and action plan with clear policy guidelines for improving coordination and system performance.
• Coordinate with the Ministry of the Interior, national agencies, and regional partners to ensure alignment with the Sendai Framework.
• Prepare analytical reports, policy briefs, and presentation materials for UNDRR and donor stakeholders.

Required profile

• Proven experience in disaster risk reduction, early‑warning systems, or related fields.
• Familiarity with the Sendai Framework for Disaster Risk Reduction 2015‑2030.
• Experience conducting gap analyses, functional mapping, or similar assessments in multi‑hazard contexts.
• Strong analytical, writing, and presentation skills.
• Ability to work independently and remotely while maintaining effective communication with UNDRR and national partners.
