International Consultant – MHEWS Gap Analysis & Functional Mapping

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) seeks an experienced international consultant to lead a gap analysis and functional mapping of Multi‑Hazard Early Warning Systems (MHEWS) in North Macedonia. The assignment supports the Strengthening Transboundary Collaboration and Capacities on Disaster Risk Reduction and Early Warning System initiative, funded by the Italian Agency for Development Cooperation.

Key responsibilities

• Conduct a comprehensive gap analysis of existing MHEWS components, policies, and operational procedures.
• Develop functional maps that illustrate system inter‑dependencies, data flows, and stakeholder responsibilities.
• Produce a detailed report with findings, recommendations, and an actionable roadmap for improving early warning capacities.
• Coordinate with the Hydrometeorological Service, Ministry of Environment and Physical Planning, and other national authorities to validate data and ensure alignment with the Law on Crisis Management and the Law on Protection and Rescue.
• Support the integration of the analysis into the broader Sendai Framework implementation strategy for the Western Balkans.

Required profile

• Proven experience in disaster risk reduction, early warning systems, or related fields.
• Demonstrated ability to conduct gap analyses and produce functional system mappings.
• Strong analytical, report‑writing, and stakeholder‑engagement skills.
• Experience working with governmental or UN agencies in the Western Balkans is an advantage.
