Public Financial Management Expert (Armenia)

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a Public Financial Management Expert to support Armenia’s recovery governance and climate‑resilient financial systems. This remote consultancy will provide technical assistance to embed disaster‑ and climate‑risk considerations into public finance processes, strengthening the country’s capacity for inclusive and faster recovery.

Key responsibilities

• Provide technical support to Armenian authorities for institutionalising recovery governance and coordination before disasters occur.
• Assist in integrating risk‑informed, disaster‑responsive public financial management (PFM) into core fiscal systems.
• Develop methodologies and tools to improve financial protection for livelihoods and micro, small, and medium‑sized enterprises (MSMEs).
• Generate practical insights and best‑practice recommendations for national and global learning platforms.
• Collaborate with UNDRR, BMZ, and other partners to ensure alignment with the Sendai Framework and climate‑resilience objectives.

Required profile

• Advanced degree in public finance, economics, development studies or a related field.
• Proven experience in public financial management, especially in disaster risk reduction or climate‑resilient finance.
• Demonstrated ability to work with government institutions and international development partners.
• Strong analytical and report‑writing skills.

Required skills

• Public financial management (PFM) expertise.
• Understanding of disaster risk reduction and climate‑resilience frameworks.
• Experience designing and implementing risk‑informed fiscal policies.
