Senior Manager Finance Controller - Project Finance

About the role

ICF, a global consultancy firm, is looking for a Senior Manager - Project Finance Control to join its Europe & Asia Business Management team in Belgium on a permanent basis. The role provides senior financial leadership across the project portfolio, strengthens financial governance and controls, and leads the development of a high-performing Project Finance Control team.

Key responsibilities

• Translate business strategy into financial strategy and priorities, and lead the Project Finance Control function in Belgium, coaching managers and senior controllers.
• Strengthen financial governance, audit readiness, internal controls and compliance, and partner with Accounts Payable, Procurement, Treasury and Accounting.
• Own the financial oversight of a complex project portfolio: forecasting, revenue, margin, WIP, cash flow and risk exposure, and lead portfolio reviews and re-forecasting and cost-to-complete reviews.
• Review contracts (including intercompany agreements), set up projects in the ERP system in line with contract terms, SOX and internal controls, and maintain project financial data through the project lifecycle.
• Ensure revenue is recognised correctly under accounting standards, prepare management information packages (revenue, cost, margin), calculate subcontractor and freelancer accruals, and support month-end close.
• Prepare client billing, monitor aged debts, work with Treasury on collections, and contribute to cash flow estimates.

Required profile

• MBA, M.Com, CMA, qualified accountant or equivalent senior finance qualification or experience.
• 10+ years' experience in project finance, controllership, commercial finance or financial management in a services, consultancy or project-based environment.
• Proven senior leadership experience managing or functionally leading managers, senior controllers or geographically dispersed finance teams.
• Experience in a complex matrix organisation across multiple geographies, preferably Europe and Asia.
• Legal right to work in Belgium or eligibility for case-by-case sponsorship, and physically present in Belgium by day 1 of employment.

Required skills

• Knowledge of project financial governance, revenue recognition, IFRS, US GAAP, ASC 606, SOX and internal control frameworks.
• Advanced financial modelling, reporting and analytical skills.
• ERP and reporting systems experience; Maconomy, Power BI and advanced Excel strongly preferred.
• Experience leading process improvement, standardisation, automation or finance transformation initiatives.
