DRR Financing Expert in Albania

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) seeks a specialist to lead technical support for disaster risk reduction (DRR) financing and risk‑informed investments in the Republic of Albania. This home‑based consultancy will strengthen national and local capacities to plan, prioritize, coordinate, and mobilise DRR financing.

Key responsibilities

• Provide expert guidance on aligning public financing mechanisms with DRR objectives.
• Support municipal investment planning and the implementation of risk‑based financing methodologies introduced by Albania’s 2026 State Budget Law.
• Coordinate with the UNDRR Western Balkans Programme Management Officer and the UNDRR National Officer in Albania.
• Facilitate institutional coordination processes to improve the execution of DRR resources.
• Contribute to regional coherence across the Western Balkans by sharing best practices and lessons learned.

Required profile

• Proven experience in DRR financing, risk‑informed investment planning, or related public finance fields.
• Familiarity with the Albanian public‑finance context and recent budget reforms.
• Ability to work independently from a home‑based setting while maintaining close collaboration with UNDRR teams.
• Strong analytical and reporting skills.
