Programme Manager – IDMC Integration

About the role

The Norwegian Refugee Council is seeking an experienced Programme Manager to lead the integration of the Internal Displacement Monitoring Centre (IDMC) and the Joint Internal Displacement Profiling Service (JIPS). This senior position will ensure seamless merging of the two entities while maintaining high standards of programme delivery, quality, and continuous improvement.

Key responsibilities

• Plan, implement, monitor and continuously improve programmes across the full cycle.
• Align programme activities with IDMC‑JIPS/NRC organisational standards, approved designs and donor requirements.
• Provide guidance and oversight to managers and technical teams to ensure compliant, high‑quality delivery.
• Strengthen programme management systems, tools and technical standards.
• Foster collaboration with partners, donors and key stakeholders to maximise impact.

• Proven experience in managing complex humanitarian programmes.
• Strategic thinking with a strong focus on integration and change management.
• Excellent stakeholder engagement and communication skills.
• Ability to lead cross‑functional teams and drive results.
