About the role

A Belgian digital transformation project (DIGIT TMII, European Commission) is looking for a freelance Technical Project Manager. The service provider manages projects to meet business needs within agreed cost, timescale and quality, works closely with the project's Business Manager, and leads a development team of 5 to 10 people in an Agile/Scrum environment.

Key responsibilities

Plan projects (scope, schedule, budget, resources, quality, risk), estimate costs and timescales, and monitor them against tolerances
Develop project and quality plans, track activities, report regularly and manage change control with project sponsors
Lead the team, run code reviews, mentor, onboard and coordinate with QA teams
Manage stakeholders through a structured communication plan and status reporting
Build and deploy web applications: front-end, back-end, APIs, responsive design, cloud deployment via CI/CD pipelines and containerization
Write clean code, debug, test (unit and integration), write technical documentation and maintain code integrity

Required profile

Experience managing projects and knowledge of PRINCE2, PMBOK and Agile frameworks
Project scheduling, budgeting, forecasting and performance tracking
Meeting facilitation, reporting and stakeholder negotiation
Ability to work in an international, multi-cultural environment and lead a team

Required skills

Java back-end: Spring Boot, Hibernate, REST APIs, WebLogic, JEE, EJB
Front-end: JavaScript, HTML, CSS, Angular, React
Databases: PostgreSQL, Oracle, PL/SQL
Cloud and DevOps: AWS, Azure, Docker, Kubernetes, Maven, Jenkins, GitLab, Bitbucket, SonarQube
Security: OAuth 2.0, OpenID Connect, JWT; knowledge of grants management is an asset
