Legal Adviser – International Humanitarian Law (ICRC)

About the role

The International Committee of the Red Cross (ICRC) seeks a Legal Adviser to support its Brussels Delegation in promoting International Humanitarian Law (IHL) with EU institutions and Belgian authorities. Working under the Senior Legal Advisor, you will contribute to legal research, policy analysis, and advocacy on IHL matters.

Key responsibilities

• Analyse legal documents and policies from EU bodies (Council, EEAS, Commission, European Parliament) and Belgian authorities from an IHL perspective.
• Draft legal notes, briefing papers, summary reports and other analytical documents for delegation activities.
• Conduct independent legal research on international humanitarian law, human rights law, national law and European law.
• Maintain and expand a network of IHL interlocutors within EU institutions and Belgian authorities.
• Represent the ICRC mandate and IHL positions at external meetings and events.
• Support the organisation of briefings with EU bodies and contribute to engagement strategies.
• Collaborate with ICRC delegations, HQ legal units and academic partners on thematic areas such as AI, autonomous weapons, and preparedness.

Required profile

• Law degree with solid knowledge of International Humanitarian Law and European law.
• Experience analysing legal texts and drafting policy-oriented legal documents.
• Ability to conduct thorough legal research and present findings clearly.
• Strong networking skills to engage with EU institutions, Belgian authorities and academic circles.
• Fluency in English; knowledge of French or Dutch is an asset.
