Supply Chain & Project Management Expert – TOM Consolidation

About the role

Our client, a leading Belgian railway infrastructure operator, is building a Transformation Office to redesign its fragmented supply chain into an integrated end‑to‑end model. Reporting to the Head of the Transformation Office, the Supply Chain & Project Management Expert will own the consolidation and optimisation of the Target Operating Model (TOM) and ensure its practical adoption across the organisation.

Key responsibilities

• Formalise the TOM in a clear, pragmatic format with concrete use cases, enabling any team member to explain it within 10 minutes.
• Document guiding principles for stock levels, critical item management, partner collaboration and black‑stock handling.
• Describe end‑to‑end supply‑chain flows, key logistics roles and stock‑management policies.
• Translate the TOM into a high‑level E2E process, align partners on structural supply conditions and integrate enablers from the business plan.
• Design and facilitate workshops, multi‑stakeholder meetings and knowledge‑transfer sessions.
• Collaborate closely with senior management, the E2E Process Improvement team and the broader Transformation Office.

Required profile

• Minimum 15 years of supply‑chain experience, including at least one fully delivered complex TOM project.
• At least 10 years managing multi‑stakeholder projects or programmes.
• Five consecutive years in a large (1,000+ employees) asset‑intensive organisation (rail, energy, logistics, etc.).
• Proven change‑management experience within transformation programmes.
