Senior Consultant – EU Education & Training Policy

About the role

ICF is seeking a Senior Consultant to strengthen its EU Consulting practice, focusing on education, training, youth, culture and sport policy. The role combines research, programme implementation and stakeholder engagement across EU institutions and national partners.

Key responsibilities

• Lead the preparation of thematic and analytical papers on EU education and training programmes.
• Identify and disseminate good practices from European Member States.
• Develop communication and dissemination content for project outputs.
• Facilitate workshops, working groups, study visits, seminars and other knowledge‑exchange activities.
• Conduct robust evaluations, impact assessments and policy analyses.
• Provide technical assistance and support to EU bodies such as DG Employment and Social Inclusion, ESF+, and the European Centre of Expertise on labour market policy.

Required profile

• Extensive experience in EU education, training, youth or cultural policy.
• Proven ability to work with national ministries, international organisations, NGOs and independent experts.
• Strong analytical skills and experience delivering evaluation and impact‑assessment studies.
• Excellent written and verbal communication in English.
