Senior IT Program Manager – CIS/Infrastructure (Brussels)

About the role

We are seeking an experienced Senior IT Program Manager to lead the creation of a new CIS Program Management Office (PMO) within a large‑scale infrastructure and IT transformation programme. This hands‑on leadership position will coordinate multiple stakeholders, manage complex programmes, and ensure delivery of high‑value infrastructure projects in a highly regulated environment.

Key responsibilities

• Support the design and establishment of a new CIS PMO, including governance structures and operating models.
• Coordinate large‑scale infrastructure and IT transformation programmes across multiple internal service owners.
• Develop and maintain programme planning, reporting, risk management, and delivery processes.
• Lead programme board meetings, executive reporting, and stakeholder communications.
• Ensure successful implementation of complex infrastructure projects and alignment with strategic objectives.
• Manage cross‑functional teams, external partners, and contracts throughout the project lifecycle.

Required profile

• Extensive experience managing complex IT programmes, preferably exceeding €50 million.
• Proven ability to work with senior executives and programme boards in high‑pressure environments.
• Strong stakeholder management and decision‑making skills.
• Experience establishing PMOs, operating models, and governance frameworks.
• Background in military, defence, NATO, or classified IT systems is highly desirable.
• Professional working proficiency in Dutch, English, and French.
