Officer, Defence Policy

About the role

The Defence Industry, Innovation and Armaments Division (D2IA) seeks an Officer to shape NATO defence policy, focusing on capability development and cooperation with partners, especially Ukraine. You will produce evidence‑based policy papers, reports and briefings that inform senior decision‑makers across the Alliance.

Key responsibilities

• Develop and maintain expertise on capability development and delivery to support NATO allies.
• Lead the analysis of Ukraine‑related partnership policies and provide timely advice.
• Draft, review and submit policy documents for the Conference of National Armaments Directors and the Defence Industrial Production Board.
• Coordinate the NATO Ukraine Council Working Group on Defence Technical Cooperation and implement its work plan.
• Support the Head of Section, deputise when required, and contribute to stakeholder engagement.

Required profile

• University degree or equivalent in a relevant field.
• Minimum 6 years experience in defence policy, planning or capability development, with proven policy‑writing experience.
• Excellent analytical and political judgement to produce evidence‑based recommendations.
• Advanced proficiency (NATO level V) in English or French and beginner level (NATO I) in the other official language.
• Ability to communicate policy implications to both technical and non‑technical audiences.
