Legal Counsel – Concessions

About the role

As a Legal Counsel you will join DEME’s legal department at headquarters, supporting the Concessions business unit that develops offshore wind, port infrastructure, green hydrogen and other special projects worldwide. You will work closely with business teams and other support functions to provide legal advice throughout the full project lifecycle.

Key responsibilities

• Provide legal support for international project portfolio including ports, river concessions, offshore wind and green hydrogen initiatives.
• Advise on all phases of projects – opportunity assessment, tendering, contract award, financial close, execution and asset management.
• Negotiate, draft and review cooperation agreements, development agreements, shareholder and purchase agreements, concession agreements, EPC/DBFM contracts and financing documentation.
• Lead legal workstreams for transactions and coordinate external counsel across jurisdictions.
• Support financing processes to achieve financial close and assist with ongoing participation management.

Required profile

• Master’s degree in Law.
• Minimum 5 years of relevant experience, preferably as a lawyer or in‑house counsel in an international setting.
• Experience with concession‑based projects, public‑private partnerships, deal structuring or project finance is an asset.
• Fluent in English (spoken and written); additional languages such as Dutch or French are a plus.
• Strong communication, relational and contract‑drafting abilities.

Required skills

• Legal drafting and negotiation of complex commercial contracts.
• Knowledge of PPP, concession and project finance structures.
• Ability to coordinate with external law firms across multiple jurisdictions.
