Head, Innovation Policy and Ecosystems

About the role

The Defence Industry, Innovation and Armaments Division (D2IA) of NATO is seeking a senior leader to steer its Innovation Policy and Ecosystems function. Reporting to the Innovation Directorate, the Head will define and coordinate NATO’s overall innovation approach, ensuring that emerging and disruptive technologies are identified, matured and integrated to support the Alliance’s deterrence and defence objectives.

Key responsibilities

• Shape NATO’s innovation policy by pinpointing high‑priority technologies and the tools needed for change.
• Align innovation initiatives with NATO capability targets and operational requirements, leveraging commercially available solutions while fostering future tech development.
• Accelerate the transition of emerging and disruptive technologies from experimentation to scalable operational deployment.
• Promote the inclusion of non‑traditional defence suppliers, such as startups and SMEs, to enhance the resilience of the defence industrial base.
• Coordinate multi‑stakeholder groups across the Alliance, ensuring consistent engagement with political, military and industry partners.

Required profile

• University degree in technology, innovation, international security, business administration or a related field.
• Minimum 8 years of progressive experience in defence innovation policy or emerging‑technology domains, with at least 5 years in team management.
• Familiarity with NATO’s political and military consultative processes and key security policy issues.
• Proven track record in developing, delivering and coordinating complex policies and strategic initiatives.
• Advanced proficiency (V level) in English and/or French.
