Buyer – Procurement Specialist for NATO SHAPE

About the role

The incumbent will act as a Buyer for the NATO Supreme Headquarters Allied Powers Europe (SHAPE) headquarters, handling acquisition actions for goods, services and engineering works and providing contract administration support.

Key responsibilities

• Review, edit and recommend wording of technical specifications for solicitations to ensure commercial clarity.
• Screen potential bidders, create inputs and maintain supplier data in the Supplier Management Database.
• Monitor market trends, e‑commerce and technology developments to inform procurement decisions.
• Support customer requests for procurement deviations when in the best interest of the headquarters.
• Conduct simplified procurements within established thresholds and draft bidding instructions and contract clauses.
• Assist in the preparation and conduct of international and formal competitive bidding procedures.
• Provide assistance to the Contracting Officer in organizing procurement activities.

Required profile

• Experience in full‑cycle procurement for goods, services or engineering works.
• Ability to review and draft technical specifications and contract clauses.
• Familiarity with supplier management databases and market research techniques.
• Capability to support international competitive bidding processes.
• Strong understanding of NATO or multinational acquisition environments.
