Budget Officer – NATO Representation to Ukraine

About the role

The NATO Representation to Ukraine (NRU) seeks a Budget Officer to support financial planning, execution and oversight of the mission’s budget. The role is based in Kyiv and involves close collaboration with the Head of Finance and Support Services.

Key responsibilities

• Assist in preparing, executing, monitoring and reviewing the annual budget, medium‑term financial plan and mid‑year budget review.
• Track expenditures, provide forecasting inputs, produce financial reports and conduct variance analysis.
• Identify financial discrepancies, risks or process gaps and raise them promptly to senior finance staff.
• Maintain up‑to‑date summaries of spending patterns and budgetary trends for each expenditure category.
• Verify purchase requests, mission authorisations and staff liquidations, and prepare related correspondence and reports.

Required profile

• University degree in accounting, economics, business administration or financial management (or equivalent).
• Minimum 3 years of professional experience in financial management and budgeting.
• Proficiency in English (Advanced) and French (Beginner) as per NATO language levels.
• Strong oral and written communication skills and ability to interact with both financial experts and non‑financial stakeholders.
